You can only use one "I Merely Immobilized Them" card per turn. Choose one character on your opponent's front line and [switch it to resting]. If "Terrible Tornado" and "Hellish Blizzard" are both on your front line, [switch it to resting. It will remain set to resting the next time it would be switched to active] instead.
